The United States Opens Conditions to the European Union: Joining Hands to Deal with China

On the 19th, according to the German "Mirror Weekly" report, the United States set conditions for the exemption of EU steel and aluminum tariffs(3004 aluminum plate on sale), including maintaining the EU's export of steel to the United States at the 2017 level.
The U.S. conditions also include the EU’s commitment to take measures against China’s “steel dumping” and its commitment to cooperate with the U.S. on more trade issues.

In addition, the United States also requires the European Union to provide guarantees on defense policies and provide materials that can prove that the EU is willing to upgrade its weapons and equipment.

Wall Street news has mentioned that last Saturday, EU Trade Commissioner Cecilia Malmstrom said after a meeting with U.S. Trade Representative Letszier that the two sides had a “frank” discussion on the issue of steel and aluminum tariffs. "As the United States' close security and trading partner, the EU must exclude this tariff. There is no clear exemption process, and discussions will continue next week."

On Tuesday, personnel involved in the post-meeting briefing between the U.S. Trade Representative and the EU Trade Commissioner stated that if the union can prove that it can encourage companies to reduce excess production capacity while meeting other conditions, the United States can grant tariff exemptions on steel and aluminum(Aluminum coating sheet 5052). An EU official said that the United States will publish relevant guidelines in the next few days.

Since Trump announced that it will levy tariffs on steel and aluminum, the EU has been seeking an exemption from the United States.

Wall Street news has mentioned that EU Trade Commissioner Cecilia Malmstrom stated in Brussels on Friday:

We have already talked with friends(Aluminum foil manufacturer china) in the United States about the issue of excess steel production capacity for some time. Both parties share common concerns. (U.S. practice) is not the right way to deal with this issue.

It is of course wrong to include the EU as a target of the imposed tariff because we are friends and allies. We work together and the EU cannot pose a threat to the national security of the United States. Therefore, we must be excluded from the object of levying tariffs.
